Since May 2001, he has been the President of the General Council of the Foundation of Portuguese Universities.

Between 2000 and 2006, he was a member of the European Network for Quality Assurance in Higher Education (ENQA), representing the Ministry of Science and Higher Education.

He was the President of the Installation Committee of the Health Sciences School of the University of Minho, throughout its existence (1999-2007).
