Carlos Alberto da Fonte Videira was born on 31 March 1991, in Vila Praia de Âncora, Portugal.
He holds a degree in International Relations, a Master's degree in Human Rights, with a dissertation entitled "The Circulation of Telephone Interceptions in the Public Sphere", and a PhD in Administrative Sciences, having defended the thesis "Sustainable Public Procurement in Portugal". During his doctoral studies, he was distinguished with the School Merit Award of the School of Economics, Management and Political Science of the University of Minho (2021).
Throughout his academic trajectory, he held several positions of student representation. He served as President of the Students' Committee of the International Relations Degree (2011–2012) and as President of the Students' Union of the University of Minho, completing three consecutive terms (2013–2016). During that period, he also chaired the Board of the University of Minho Radio. He was a member of the University Senate (2011–2013) and subsequently of the General Council of the University of Minho (2013–2017).
He represented university students on the National Education Council (2013–2016) and served on the Municipal Education Council of Braga (2014–2017). He was also President of the General Assembly of the Portuguese Academic University Sports Federation (2015–2017).
He commenced his professional career in Porto as Coordinator of Pólo Zero — a support centre for student associations — where he oversaw its opening to the public in 2016. In 2017, he joined the Rector's Office of the University of Minho, working in the field of internationalisation, and between 2018 and 2021 he served as Adviser to the Administrator and Director of the Department of Sport and Culture of the Social Welfare Services.
From 2021 to 2025, he held the position of Executive Administrator of BragaHabit – Braga Municipal Housing Company, also assuming responsibility for the Human Power Hub – Braga's Social Innovation Centre. During his term, the company was recognised with the UN-Habitat Scroll of Honour Award (2023), the URBACT Good Practice Label (2024), the European Commission Gold Award in the "Inclusive Housing" category, and the Ibero-American General Secretariat Award for Good Practices in Public Innovation (2025). Under his leadership, BragaHabit was also a finalist for the REGIOSTARS Awards (2024) and the European Responsible Housing Awards (2025).
He served as a Member of the Board of Directors of the Bracara Augusta Foundation (2019–2025) and as Secretary of the General Assembly of the Portuguese Association of Municipal Housing (2022–2025). He also held elective office as a Member of the Municipal Assembly of Caminha (2018–2022) and of the Intermunicipal Assembly of the Alto Minho Intermunicipal Community (2021–2022).
Currently, he serves as Pro-Rector for University Participation and Territorial Engagement at the University of Minho.
