The seminar will cover the theme “Competency Development for Leaders of Smart Cities: Lessons Learned in Colombia” and will be delivered by Marco Peres, Director of the Observatory of Society, Government and Information Technologies of the Externado University of Colombia.
Short biography
Marco Peres is attorney at the Externado University of Colombia and researcher on legal aspects of electronic commerce at the International Institute for the Unification of Private Law (UNIDROIT, Rome, Italy). He holds a certificate in Computer Crime and Electronic Proof by the Council of Europe and is the representative of the Colombian government for the Commission and Electronic Commerce Group of the United Nations Commission on International Trade Law (UNCITRAL).
Marco Peres is the member of the Drafting Commission of Law 527 of 1999 on data messages, electronic signatures and certification bodies, and member of the regulatory body. He is advisor for the regulation of the Electronic Government Strategy of Bogotá and lecturer at the Externado University of Colombia between 1993 and 2015. He is also coordinator of the Technical Secretariat for the definition of public policies of Smart Territories and Cities of Colombia (2013) and currently the Director of the Observatory of Society, Government and Information Technologies of the Externado University of Colombia and Director of Data Territory.
